Discussion Recap -

1. Current surveys are being executed along Staring Lane and markers
are being placed at various locations. The color coding of the markers
are ;

Red - Electrical
Blue - Water
Yellow - Gas
White - Fiber

2. ABMB Engineering, is gathering data performing a topographic survey,
to be completed by May 25,th. This survey maps the features of
the road way and land nearby.

3. A Lot by Lot , each side of the street property review is also being done.
This involves some 147 parcels to be completed by June 26th.
Planning is based on 4 Lane street section with 30 feet median.
A 20 feet median was discussed as a possibility.

4. A traffic and an environmental study are planned and will be worked in same timeframe as the survey and review listed above.

5. All decisions on the Staring project are to be made by committee
including CSRS, Pete Newkirk, Mr. Harmon (DPW Engineer) and another DPW staff member .


6. Sewage Program Study to replace/upgrade pipes under Staring
Lane will have direct impact on Staring Road project. The road and
sewage project teams will meet in Mid July to coordinate their projects.
Currently 10 to 15 road projects are ahead of Staring project but
the needs for sewage project action will push Staring road project up
the list. Currently the Road project is 9 months ahead of Sewage
project. The Sewage project will lower the cost of the Road project.
It should be noted that Staring road project could begin as early as 2008
with the needs for sewage improvement work.


7. Decision relative evaluation of Right Of Way will be completed
in August. No time frame was given for Appraisal study completion.

8. The impact of projects below on Staring Lane project was again noted. With other road projects current being worked the outcome will lessen traffic needs on Staring Lane;
a. Four (4) lane improvement Perkins Rd. between Essen Lane
and Bluebonnet Rd
b. Staring Lane at Highland Road intersection
c. Staring Lane to Burbank extension
d. Four (4) lane improvement to Burbank
e. Interstate I-10 improvements
Post Katrina traffic reduction was also noted.

9. No zoning changes will be requested by CSRS related to the Staring Lane road project. Members of the community may request changes in zoning.
Note, Please be on alert for any zoning changes that are presented
to the council.

10. Impact to churches and new construction were addressed with
understanding that no special consideration would be given to these properties. CSRS has a $3 million budget to purchase existing ROW should they come on the market.

11. The increase in the project cost from $32 million to $49 million
still remains at that level and no increase is projected. Some construction material cost has been reduced. This has been indicated with the cost of current projects (exa . Perkins Rd.)
In 2008 another bond ($150,000,000) will be sold to fund the
next group of road projects

12. Question of Pinnacle Casino project impact on Staring Lane
response yielded described as Destination Resort and that the
city possibly could not support 3 casinos.

13. The meeting ended with our request that CSRS keeps Staring residents request “the minimal taking of property “ as a key aspect of the design and plan of Staring Lane road project.
