I apologize for taking so long to respond to your email concerning the prints from the public workshop. We discovered that the prints we had reproduced were not to scale, so we are having them re-printed. Hopefully, they will be ready in the next day or two. Subject: Staring Lane Community Association Additional Request for Information

Mr. Shamlin:

We have addressed your concerns below regarding your phone call and subsequent email request for additional information concerning upcoming Staring Lane extension and roadway improvements scheduled under the City-Parish Green Light Plan Program.

When are the owners of the 12 affected homes going to be given something in writing regarding the city's intentions & promises?
DPW will not provide an official notice to property owners to acquire right of way until the final right of way maps are completed. At the time the acquisition process begins, additional written information regarding relocation assistance will be provided to the property owners. The public meeting was our communication to those owners that we are proceeding forward with final plans that will require the relocation of their homes.



Please provide us with a copy of the Right-away-Plan for Staring in 20 scale-Print sheets that would include all features w/dimensions. This would allow us to see a typical cross-section of all of our homes and their relationship to the plan. I am available to pick this request up ASAP.
As mentioned above, final right of way maps have not yet been developed. Regarding the typical cross section, we can provide you with a hard copy of the plan that was available for viewing at the public meeting that depicts in preliminary form the information you are requesting. Please let me know which roadway segment that you are interested in and I can provide it for you to pick up.

Mr. Shamlin:

We are in receipt of a list of concerns of the Staring Lane Community Assoc., and will attempt to provide as much information as possible regarding those concerns.

Utilities:
All above-ground utility poles that have to be relocated will remain above-ground.
All underground utilities that have to be relocated will remain underground.

Property Owners’ Landscape Plants:

Landscaping is included in the appraisal value. Homeowners will be compensated for the appraised value of their home and given additional funds for relocation when necessary as defined by Federal Regulations.

Homeowners have the choice of where to relocate and whether or not the replacement property will have landscaping.

Relocation of Pier and Beam Homes:
The potential of moving homes that will be acquired and are on piers will be considered when feasible.

Value of Homes After Construction:
Appraisers are required by law to estimate property value as if the project does not exist, and additionally as if the project has been completed and a remainder of the property is owned. The difference in the before value of the remainder and the after value of the remainder is paid as damages, resulting from project construction.

Sidewalks:
There will be a six foot sidewalk on both sides of the street.

Bike Trail:
There will be no bike lanes.

Speed Bumps:
No speed bumps will be installed.

Speed Limit:
The speed limit will remain as current, 45 mph. [PLEASE NOTE THAT WE CONTACTED DEBBIE CARMICHAEL TO INFORM HER THAT THE CURRENT SPEED LIMIT IS 35 MPH. IT SEEMS THAT THE NEW SPEED LIMIT AFTER THE EXPANSION WILL BE 45 MPH, BUT THE CITY IS NOT CERTAIN YET AND WILL NEED TO GET THEIR SPECIALISTS TO DETERMINE THIS FOR CERTAIN. BUT IT DOES LOOK LIKE THE NEW SPEED LIMIT MIGHT INDEED BE 45 MPH.]

Environmental Impact:
All environmental studies have been made, including a wetlands study.
Sound walls will not be installed.

Friday, Feb. 1 -- Message from Dr. Shamlin regarding potential future meeting

DPW-Director Newkirk returned my call very late today concerning the requested meeting for Sat. at 3pm at the General Assembly Church of B.R. with the CSRS and him. Earlier, Michael Songy, CSRS had suggested that we cancel the meeting for the time being. Mr. Newkirk concurred, but quickly offered to meet with us as a small group in the near future. He had recieved a copy of the questions our most efficient and effective Association's secretary Ms. Pam Labbe had compiled and recorded in our last set of minutes. I had shared these with Brad Ponder-CSRS last nite who then forward them to him. Mr. Newkirk thought they all were excellent and reasonable questions & could be addressed to our satisfaction. He further suggested we compile additional ones & forward to him before meeting CSRS and him in a small group in the very near future. But, before this occurs, I would like to request in writing an official copy of the plans for Staring Lane's extension & expansion from CSRS(tomorrow). Once received, I will call an association and other support groups and persons' meeting to let you select several to attend this meeting with city officials and CSRS representatives. I would like to thank all who attended last nite's meeting and especially a whole hearted thanks to Brother Brown and the staff of the General Assembly Church of B.R. who accommodated the group and had planned to accommodate our cancelled meeting for Saturday 2/2/08 at 3pm.
